3 garlic cloves, minced
2 tbsp flour
2 tbsp tomato paste
6 cups beef broth
2 bay leaves
a sprig of rosemary/thyme/sage
1 cup pearl onions
1 cup carrots, sliced
2 lb potatoes, chopped
1 tbsp butter
1 tbsp oil
1/2 tsp red pepper flakes
2 tbsp fresh parsley, chopped
salt and freshly ground black pepper to taste
