  • 2 teaspoons sugar
  • 1 teaspoon black peppercorns (or 1/2 teaspoon ground black pepper)
  • 2 bay leaves
  • 4 cloves garlic (smashed)
  • 1 dried red chili (optional)
  • 2 tablespoons cilantro (chopped, optional)
